How to Become a Filer in Pakistan

Becoming a filer means getting your name onto the FBR Active Taxpayers List (ATL), which is what lets you pay far lower withholding tax. This guide walks you through the whole process: registering on IRIS, sorting your NTN, and filing your return. It also lists the documents you should have ready.

What is a filer, and why become one?

In Pakistan, a filer is a person whose name is on the FBR Active Taxpayers List (ATL). You get onto that list by filing your latest income tax return. It is worth doing because filers pay much lower withholding tax than non-filers on the things people do all the time: bank withdrawals, vehicle registration and token fees, property transfers, and dividends. For most people, the yearly saving is well above what filing costs. If you are not sure where you currently stand, you can check your filer status by CNIC in about a minute.

What you need before you start

If you are salaried, gather these first:

Step 1: Register on the FBR IRIS portal

  1. Go to the FBR IRIS portal at iris.fbr.gov.pk and click Registration for Unregistered Person.
  2. Enter your 13-digit CNIC (no dashes) along with your NADRA-registered mobile number and email.
  3. Type in the verification codes sent to your mobile and email.
  4. Fill in the registration form (Form 181) with your basic details and set a password.

If your CNIC and phone number are properly linked with NADRA, this step usually takes under 15 minutes.

Step 2: Sort out your NTN

Here is some good news for individuals: your CNIC is your NTN. You do not need a separate 7-digit number, because registering on IRIS creates your NTN for you. Step 3: File your income tax return

  1. Log in to iris.fbr.gov.pk with your CNIC and password.
  2. Open the income tax return for the tax year and pick the form that matches your profile (salaried, business, and so on).
  3. Enter your income (salary, business, rental, profit on debt) and complete the wealth statement, which reconciles your assets and expenses.
  4. Review everything, then submit. Pay any tax due if there is a balance.

Step 4: Appear on the ATL

After FBR processes your return, your CNIC is added to the Active Taxpayers List. The ATL is refreshed every week, usually on a Sunday, so you will normally show up within about seven days of filing. From that point you are officially a filer and you get the lower withholding rates.
